Political Parties: Build a Paper Ballot Platform Plank

=========================
Intro to the Paper Ballot Platform Plank campaign by Dale Axelrod

Election integrity activists at the California State Democratic Party Convention this spring succeeded in passing an amendment to the State party platform striking the words "paper trail" and substituting instead "a paper ballot as the ballot of record."

This is a very important distinction that MUST be put into every NATIONAL Party Platform for 2008. Only with a tangible, paper ballot can a voter have confidence that there is something to count.

We now urge concerned members of all politically affiliated organizations (local clubs, county central committees, etc.) and especially those participating in Obama campaign "Listening to America" platform meetings July 19 through 27,
to push for adoption of a Paper Ballot Plank in the national party platforms:

“Be it resolved that we shall demand, actively work for, and support reliable, fraud-free elections by requiring that all voting systems shall provide a paper ballot, marked and verified by the voter, as the ballot of record.”
<break!>
Election Officials May Face Criminal Charges: OEJC Files in Federal Court

Columbus, Ohio, PRWEB, July 11 -- Eight members of the Ohio Election Justice Campaign filed papers on Thursday in United States District Court, Southern District of Ohio, asking Hon. Judge Algenon Marbley to begin criminal contempt proceedings for the destruction of ballots from the November 2004 election.

The Ohio Election Justice Campaign (OEJC) submitted over 1000 pages of supporting documents.

In the case before Judge Marbley, King Lincoln, et al. v. Brunner, et al., Civ. No. C2 06 745 (S.D. Ohio), the judge had issued specific orders directing Ohio's 88 county boards of election to preserve all ballots from the election until a decision was rendered in the case.

At least 56 county boards assert they have destroyed some ballots from 2004; seven counties assert they have destroyed all ballots.

The lawsuit resulted in a court-ordered release of Pima County election database records (the computerized record of votes) corresponding to the actual paper ballots, about to be destroyed.

New information about the planned destruction of the actual paper ballots from the RTA (Regional

Up to this point, the so-called investigation by Attorney General Goddard’s office has been generally

described by election integrity groups as “a sham.”

Managing Electoral Dynamics Via Covert Vote-Count Manipulation

Published by EDA, May 21, 2008.

The Democratic Primaries 2008:
Managing Electoral Dynamics Via Covert Vote-Count Manipulation

By Jonathan Simon and Bruce O’Dell, Election Defense Alliance

Summary Statement

We present evidence supporting the hypothesis that systematic attempts are being made to manipulate the results of the 2008 Democratic presidential nomination contest, through overt means such as crossover voting by non-Democrats, and through covert means targeted at the electronic vote tabulation process itself. The net effect has been to prolong the nomination battle and sharpen its negativity, thereby boosting the prospects of the Republican nominee and making more plausible his “victory” in November—either by an honest count, or through continued exploitation of the proven security vulnerabilities in American voting systems.

Introduction

Perhaps John McCain is, as Humphrey Bogart says of the young Bulgarian who wins the money for his family’s exit visa at the roulette table in Casablanca, “just a lucky guy.” Lucky that the Democrats find themselves locked into a protracted primary season inexorable in its dynamics and increasingly destructive in its impact. Lucky that Hillary Clinton has been magically revived each time she has found herself on electoral life support, to assume a position just far enough behind Barack Obama to be induced to resort to desperate measures and increasingly-negative ads, yet not so far behind as to be forced to bow out. Lucky that dynamics ostensibly out of McCain's control have combined to give him such material assistance.

AZ Judge Orders Release of Past and Future E-Vote Databases

<meta content="text/html;http-equiv="content-type">

<body
"IT IS HEREBY ORDERED granting Plaintiff's Motion for Disclosure of All Election Data Files, including future elections, which disclosure shall be made no later than the recording of the official canvass and the declaration of election results."
-- Judge Michael Miller, Arizona Superior Court, Pima County, May 23, 2008
SIGNIFICANCE of RULING, IN BRIEF:

* All of Pima County's Diebold election database files going back to 1998 are to be released to the public.

* Database files in future elections are to be made available as soon as Pima County announces the official canvass results (no sooner than 6 days, or later than 20 days, following an election.)

* The ruling appears to require Pima County to be prepared to release the complete election database on CD/DVDs immediately coincident with the final canvass announcement.

* Release of final canvass results begins the 5-day period during which any election challenge must be initiated, as prescribed in Arizona state election law.

* The E-voting machine databases contain crucial direct evidence necessary to challenge suspect election results.

* The Pima County release order is the most far-reaching electronic voting database disclosure yet obtained in the nation. The only prior precedent was a one-time release of the 2004 election database for the state of Alaska, obtained by the Alaska Democratic Party.

In response to widespread election breakdowns across California during the February 5th Primary Election, an unprecedented Joint Legislative Hearing heard testimony for more than five hours in Los Angeles Friday, March 7 concerning error-ridden voter registration rolls blocking eligible voters from voting, shortages of provisional ballots disenfranchising thousands, lax or nonexistenct ballot custody measures, and most notoriously, a completely avoidable, known ballot design issue that ended up voiding the candidate choices of 12,000 voters.

Fingerprints Of Election Theft

Fingerprints Of Election Theft: Were Competitive Contests Targeted?

Comparison Between Exit Poll and Vote Count Disparities in Competitive vs. Noncompetitive Contests in Election 2006

Jonathan Simon, JD, Bruce O’Dell, Dale Tavris, PhD, Josh Mitteldorf, PhD1

Election Defense Alliance

Abstract

In this report, we describe results from a telephone poll conducted the night of the national election of November, 2006. The poll methodology was explicitly designed to detect partisan manipulation of the vote count, and to separate evidence for manipulation from poll sampling bias. Our premise was that politically motivated tampering would target races that were projected to be competitive, while the perpetrators would be less motivated to interfere in races that were not projected to be close. Designing our poll to be maximally sensitive to such a pattern, we selected 16 counties around the country where, of the three most prominent races (Governor, Senator or US House), there was at least one competitive contest and one noncompetitive contest. In our study, the responses of the same group of respondents were compared to official election results for pairs of races, one competitive and one noncompetitive. We used paired data analysis to compare discrepancies between poll and official count for these matched pairs. Our results revealed much larger discrepancies in competitive than in noncompetitive races (p<0.007), suggesting manipulation that consistently favored Republican candidates. We also found a linear relationship between the size of the pro-Republican disparity and the tightness of the election (p<0.000022). These results corroborate analyses published elsewhere, also suggesting significant vote manipulation in favor of Republican candidates in the November, 2006 election.
